In that vast extent of country, which stretches from Syria to the Euphrates bordering on the confines of Iberia, Albania, and other states under the protection of the Roman arms, four legions maintained the rights of the empire. Thrace was governed by Rhaemetalces and the sons of Cotys.

The banks of the Danube were secured by four legions, two to Pannonia, and two in Mtesia.
