Permanent Council
The Permanent Council of the Doctoral School is comprised of the following members from the Steering Committee:
- The Head of the Doctoral School, who presides over the Council.
- The Secretary for Academic Affairs at the Doctoral School, who serves as the Council's Secretary.
- The Deputy Heads of the Doctoral School.
- The Head of Administration of the Doctoral School.
Other members of the Permanent Council are the persons listed below, representing the body on whose behalf they serve on the Steering Committee, elected by and from their respective representatives on the Steering Committee.
- Eleven (11) representatives of the coordinators of Master's and Doctoral Programmes at the Doctoral School, distributed as follows: 1 from official master’s degrees that come under the Network of Post-graduate Studies in Latin America and 10 from Doctoral Programmes (two from each academic areas).
- Coordinators of the Doctoral Programmes:
- Sciences: José Javier López Pestaña and Alberto Oleaga Páramo
- Engineering and Architecture: Pablo Eguía López and Jesús María Requies Martínez
- Health Sciences: Ramón José Barrio Díez-Caballero and Aitana Lertxundi Manterola
- Law and Social Sciences: Javier Bilbao Ubillos and Amaia Maseda García
- Arts and Humanities: Carlos García Castillero and Elena Torregaray Pagola
- Coordinator of the Latin American Master Network: Jose Ignacio Galparsoro Ruiz
- Coordinators of the Doctoral Programmes:
- Two (2) representatives from the Master's students and PhD candidates enrolled at the Doctoral School

The Permanent Council of the Doctoral School has the following functions:
- To take the initiative for implementing and withdrawing doctoral programmes, without detriment to the initiative enjoyed by other bodies.
- To define and organise cross-training activities for PhD students and to regulate other relevant activities for the students' academic development.
- To define the policy for working with other institutions and to draw up the agreements required for its approval by the appropriate bodies.
- To resolve any conflicts arising among the various organs of the Doctoral School, in accordance with current UPV/EHU regulations.
- To approve the annual report issued by the Head of School, which should include a report of the activities conducted by the Doctoral School and its strategic plan for the following period, including budgetary guidelines, and in addition, to approve the closure of the preceding financial year.
- To draw up and approve the proposal for the provisions stipulated in the Rules of Procedure and any pertinent amendments thereto.
- To monitor teaching and research training activities to ensure quality, and to establish control procedures designed to guarantee the quality of programmes and doctoral theses carried out at the Doctoral School.
- To approve the code of best practice to be endorsed by the members of the School.
- All other attributes conferred by the university regulations or designated by the governing bodies of the UPV/EHU.
