Bachelor and Doctor of Law from the UPV/EHU, where he has been a professor since 2000. He has participated in twelve research projects and is co-author of three teaching materials in Basque on Tax Law issues. It publishes, from the first issue, uninterruptedly, in the Magazine Zuzenbidea Ikasten different lessons of Tax Law addressed to the students.
Account, between monographs, participations in collective books and articles, with more than fifty publications in the field of Public Law.
His main lines of research have focused on tax procedures (inspection procedure, fraud of law...), administrative action, European Union Law and its relationship with taxation and connection points in the Economic Concert.
