Bachelor (1981) and Ph. D (1987) in Law from the University of the Basque Country (UPV/EHU), and Professor of Philosophy of Law at the Faculty of Law of the same University, where he served as Dean for ten years. He leads the Master in Democratic Society, State and Law, also at the UPV/EHU. His academic work include his lectures as professor in the Master of Legal Argumentation of the University of Alicante and the Master in Human Rights at Autonomous Technological Institute of Mexico (ITAM).

He is the author of over twenty books and more than sixty articles on the theory and philosophy of Law, has directed 13 doctoral theses, is a member of a Research Group directed by Juana Goizueta Vértiz, and has been awarded six six-year research periods by the CNEAI (sexenios).

He has persued pre and postdoctoral research in Belgium, Italy, Poland, Germany and Mexico and has taught in Europe and America, both in academic and judicial institutions which includes the Suprema Corte de Justicia de la Nación and Instituto de la Judicatura Federal in Mexico, Tribunal Constitucional of the Dominican Republic, Guatemala's Corte de Constitucionalidad and Consejo Nacional de la Magistratura in Perú, among others institutions.

His research focuses mainly on legal argumentation and interpretation, the control of constitutionality and the judicial application of law.
