Summary:

The PhD thesis analyzes the policies developed in five autonomous regions in Spain (Galicia, Catalonia, Basque Country, Andalusia and Comunidad Valenciana) and in Scotland for the promotion of the audiovisual country.
The main aim of the work is to reflect on policies for providing back-up to the audiovisual industry (and especially the cinematographic industry) in the regions being studied and to compare them with each other and with another European case - Scotland. In the field of policies studied, special attention is paid to the role of the TV system, to how the sector is arranged and to the grants policy pursued by each region.
In the course of studying the TV system, the role of regional TV stations, TVE Spanish television territorial centres and the development of TDT are taken into consideration. In the analysis of how the sector is arranged according to sector, the main players who intervene as enablers/agents in the audiovisual industry are described, irrespective of whether these are public or private, to the extent that the existing structure may be extracted for the purpose of providing back-up for the industry.
As for the specific analysis of the measures set in motion, this focuses on the structure of the audiovisual industry itself in its different branches and the activities that are carried out within each of them. Information regarding back-up policies is therefore organized in such a way so that comparisons may be made between the different branches into which the audiovisual industry is divided in the regions subject to study.
The thesis shows how the level of back-up for the industry is significantly greater in the Autonomous Region of Catalonia than in the other regions and how the investment made in all of them by regional television constitutes the fundamental basis of the local audiovisual industry.
