It is an inter-university doctoral program, run by the University of Seville, the University of the Basque Country, the University of Malaga and the Polytechnic University of Catalonia.

As for its content, it should be noted that the electricity sector is a significant one within the Spanish economy, owing to its contribution to the Gross Domestic Product (GDP), investment and employment and the multiplier effect which it has on other sectors of the economy, as well as being a key component of many activities and sectors which are, in turn, creators of wealth. The doctors trained on this program will be the main protagonists of R+ D+ I both in public and private institutions and in companies.
