Project Summary:
The new European directives propose energy communities as the new actors in the energy system. Therefore, Spain and France are currently defining legislation for energy communities. In addition, the possibility of creating cross-border energy communities can also be very interesting for this Euroregion, and we have to analyse the obstacles to create them.
In the Euroregion there are energy communities that are already in place, in most cases, around photovoltaic projects, only related to collective self-consumption.
This project aims to promote the creation of energy communities based on local resources, which are more pluralistic, while at the same time promoting new communities and cross-border projects.
To this end, the energy communities currently in operation will be mapped in order to identify the barriers and needs to which they have been subjected. At the same time, the possible obstacles faced by cross-border energy communities will be analysed and recommendations will be put forward to overcome them.
With this information, a methodology for the development of energy communities, including cross-border communities, will be developed and a toolbox will be created to help define new pluralistic projects. Finally, for some of the selected energy communities, the toolbox will be tested, preparing a roadmap for the development of these new projects.
