Graduated in Law (University of Deusto, 1988), LLM in European Legal Studies (University of Exeter, 1989) and Ph.D in Law (University of Exeter, 1992). He is professor of Law at the Faculty of Law (Biscay).
His research encompasses Environmental, administrative and European Union Law. He has written 13 books on these issues, 150 pieces of research on the protection of the environment (including chapters of books, articles and case commentaries) and 20 chapter on administrative law. He has published two text books on administrative law and European Union Law. He is also the director of 5 collective book on the protection of the environment and has participated in 16 research projects.
The National Commission for the Evaluation of Research Activities has positively recognized 24 years of research.
He has been visiting professor at the universities of Cambridge, Louvain-la-Neuve, and De Monfort University (Leicester). He has also taught courses at the universities of Montreal, University of Sevilla, Andalusian International University and the European Institute of Public Administration (Maastricht/Luxemburgo).
He is member of the editorial board of the Journal of Property, Planning and Environmental Law, Water Law, Basque Journal of Public administration and the advisory board of Actualidad Jurídica Ambiental.
