Description and Contextualization of the SubjectToggle Navigation
The aim of this subject is to critically analyse the role and actions of the public sector and its repercussions on the economy.
To this end, it will deal with the instruments that the State has to influence economic activity and which are embodied in public budgets, such as the sources of financing or the degree and type of intervention through spending policies. The subject will also deal with the evaluation of the economic performance of the public sector, based on economic indicators that allow us to carry out a comparative analysis.
Knowledge of economics acquired in previous years will be necessary to follow the course properly.

TRANSVERSAL DEGREE COMPETENCES
Acquire knowledge and understand the meaning and relevance of concepts, theories and methodological approaches to observe the phenomena of the economic environment.
Synthetically analyse information on economic problems and the needs of society, developing a critical attitude and using intellectual and moral rigour in professional work.
Elaborate indicators operating with quantitative and qualitative data to identify, analyse and evaluate different dimensions of economic phenomena and institutional and administrative functioning.
GENERIC COMPETENCE OF THE COURSE
Develop organisational and managerial skills to plan and implement concrete actions, particularly in the field of public management and economic policies.
LEARNING OUTCOMES
1. Reflect on the role and action of the public sector, critically analysing the different economic justifications and the possible repercussions of public intervention in the economy.
2. Interpret the State Budget as a reflection of the economic and financial activity of the Public Administration.
3. Analyse the State Budget as an instrument of management, reflecting on the sources of financing and the degree of intervention through expenditure policies.
4. Discern the economic performance of the State on the basis of economic indicators that enable a comparative analysis to be carried out.

THEORETICAL PROGRAMME
THEME 1 THE PUBLIC SECTOR IN THE ECONOMY.
Evolution of the role of the state in the economy. Justifications for public intervention in economic matters. Main functions of the state and main areas of public intervention in the economy.
THEME 2 INSTRUMENTS OF PUBLIC INTERVENTION: PUBLIC EXPENDITURE AND REVENUE.
Public Expenditure: concept, classification, evolution. Public spending policies. Public revenue and taxation: concept, classification, evolution. Fiscal policy. Public deficit and its financing.
SUBJECT 3 THE PUBLIC BUDGET
Concept of public budget, characteristics and budgetary principles. Structure and content of the budget. The budget cycle. The balances of the budgetary accounts.
SUBJECT 4 THE SPANISH PUBLIC SECTOR: MAIN CHARACTERISTICS
Delimitation of the Spanish public sector. The main agents of the Spanish public sector. Structure and characteristics of the Spanish tax system. Structure and policies of Public Expenditure. The size of the Spanish public sector through indicators.
THEME 5 THE BASQUE PUBLIC SECTOR: MAIN CHARACTERISTICS.
Agents and spheres of competence. The Economic Agreement and the Economic Agreement. Financial relations with the State: the Quota and the Contribution. Tax aspects: tax policy in the ACBC and the NFC. The unique political structure of the ACBC (common institutions and foral bodies), and its financial and fiscal peculiarities.
MethodologyToggle Navigation
The course programme will be taught using a methodology that combines lectures, which will be given by the teaching staff, together with practical applications of the programme topics such as the use of economic indicators, problem solving, comments on current issues, etc. For this purpose, the audiovisual media available in the classroom will be used (power point, videos, audios, etc.).

Ordinary Call: Orientations and DisclaimerToggle Navigation
1.- CONTINUOUS ASSESSMENT
Regular attendance together with active participation: 15%.
Written and commented works in class: 25%.
Bibliographic research and oral presentation of a topic: 30%.
Written budget exercise: 30%.
Requirements for access to continuous assessment:
.- Continuous assessment assumes compliance with each of the four sections, in the event of failure to comply with any of the requirements, access to the final exam will be granted with the recommended material for said written assessment.
.- Los requisitos obligatorios que deben respetarse en este tipo de evaluación son: asistencia obligatoria (al menos del 80% del total de horas lectivas) y el cumplimiento de los plazos establecidos para las entregas de las diferentes actividades a realizar.
WAIVER
In accordance with art.12.2 of the Regulations on Student Assessment, students may resign from the course within a period of one month before the end of the teaching period. The waiver must be submitted in writing to the lecturer responsible for the subject.
2.- FINAL ASSESSMENT SYSTEM
In accordance with art. 8.3 of the Regulations on Student Assessment, students who wish to abandon continuous assessment and take the final exam must submit a written waiver of continuous assessment to the lecturers responsible for the subject within the first nine weeks of the start of the term.
In this case, the necessary material will be specified for the evaluation of the subject and there will be a final exam that will represent 100% of the final grade.
CANCELLATION
In the case of students taking the final exam, it will be sufficient not to take the exam set on the official evaluation test date.
In the event that the health situation so requires and the final exam cannot be taken in person, the procedure specified in the student's guide (or notebook) in eGela will be activated for such situations.
Extraordinary Call: Orientations and DisclaimerToggle Navigation
1.- CONTINUOUS ASSESSMENT

Bibliographic research and oral presentation of a topic: 30%.
Written budget exercise: 40%.
Requirements for access to continuous assessment:
.- Continuous assessment assumes compliance with each of the four sections, in the event of failure to comply with any of the requirements, access to the final exam will be granted with the recommended material for said written assessment.The compulsory requirements to be respected in this type of evaluation are: compulsory attendance (at least 80% of the total number of teaching hours) and compliance with the deadlines established for the delivery of the different activities to be carried out.
