unitwinIn 1991, the United Nations Education, Science and Culture Organisation (UNESCO) inaugurated the UNITWIN and UNESCO Chairs Programmeat the 26th meeting of the UNESCO General Conference, to promote networks of universities and other ways in which the institutions of higher education may interrelate, with the main objective of guiding inter-university cooperation towards the needs of developing countries.

On 30 January 2002, the University of the Basque Country (UPV/EHU) created its own Chair as the embryo of a future UNESCO Chair. In 2004 an agreement was signed among the University of the Basque Country (UPV/EHU) and UNESCO-United Nations for creating the UNESCO Chair on Sustainable Development and Environmental Education within the framework of the Urdaibai Biosphere Reserve.
